He concentrated on economic development, negotiating an agreement with the United States for assistance in soil conservation, cattle farming, drainage, and irrigation; and formulated a five-year plan which would be financed by foreign aid, concentrating on improvement of transportation and port facilities. His regime saw the opening of bauxite mines by Reynolds Metals, as well as development of a tourist industry and attraction of foreign investment.

Magloire could not be a candidate for re-election, because the new Haitian political system did not permit more than a single term for a president. Accordingly, on December 12,Magloire's reign came to an end. Having resigned, Magloire fled the country amid strikes and demonstrations. Political instability continued in Haiti for most of the next magloire biography months, with no one individual military or civilian able to dominate.
On October 15,about a month after Duvalier became president, Magloire was officially condemned to exile and stripped of his Haitian citizenship. Two years later he became an unofficial army advisor, although his hopes of regaining the presidency were never fulfilled. On July 19,he obtained the rare distinction of being made "Marshal of Haiti".
